How To Reactivate Kappa Mu Chapter of Delta Sigma Theta After Suspension and Members Have Graduated?

The Kappa Mu Chapter of Delta Sigma Theta was suspended in 2008. The suspension period ends this month on the 28th and I am interested in joining. The problem is that all the members that attended school here at the time of suspension have graduated. There is a $1000 fee that must be paid before the chapter can be reactivated according to the official website (www.deltasigmatheta.org). I'm willing to raise the funds to reactivate the chapter, but I'm not a member. Who is responsible for reactivating the chapter once it has been suspended and if the responsibility lies with people, such as myself, who are interested in joining the sorority, how would I go about doing that?
