Alpha Kappa Alpha Sorority, Inc. Grad Chapter?

Since grad chapters do not have MIP as often as an undergraduate chapters, do incoming graduates from an undergraduate chapter have anything to do with this? In other words, I have been pursing membership for a while now, but there hasn't been a line since I've been pursuing this particular chapter. However, there are constant new members of the chapter that have come from the undergraduate level. Does that have anything to do with when a grad chapter will have a MIP?
