What countries OUTSIDE THE US AND CANADA are students eligable to transfer to?

I want to transfer to a country with Latin decent like Mexico or any Southern American country. I do not want to be in the United States or Canada as I have been here for as long as I have lived. And, I really love the Latina's and there culture...I am a member of Phi Theta Kappa and I can't find transfer schools anywhere outside the US/Canada. Any Ideas?
